Our friends with low vision or are blind do not like stairways like this. If they are walking along using their cane to navigate they can easily smack their head on the stairway. If an object between 27inches and 80 inches from the floor protrudes more than 4 inches into a walkway, a cane detectable device must be provided. A permanent structure needs to be added here. It could be a fence of some sort or benches to sit on.
