Although advertising and outreach were critical to maintaining and boosting the Affordable Care Act (ACA) enrollment, Navigators, who help people sign up for healthcare coverage under the ACA, has been cut by 41%, the advertising budget has been cut by $90 million, and the open enrollment dates have been shorted (see dates below).
